Joutai is the condition of one person or thing; joukyou is the wider picture.

way; method; means
A way to get something done: ~ houhou ga nai (there's no way to ~), ii houhou (a good way).
Yarikata is the casual 'way of doing it'. Shikata ga nai = it can't be helped.

How a person or thing is doing: kanja no joutai (the patient's condition), kuruma no joutai.
Sounds close to joukyou (situation); joutai is about how one thing is doing.
